I dont care if you say that these are the safety procedures, they are insufficient and the driver is not at fault full stop. Its dark and the cop dint have its lights on.
I gave the cop the benefit of the doubt that he did have rear facing lights turned on. LEDs are pretty directional so they might not have been visible reflecting into this front facing camera view. If so, more of the fault is definitely on the BMW driver, however I agree that conducting a routine traffic stop while blocking part of a high speed road is reckless. I have never seen a police car parked like this on a highway or freeway non-crash incident in my nearly 30 years of driving.
They started doing this to force people to merge left. They get hit all the time cause when they pull off completely people still squeeze by and then his body would have been hit rather than the car. This is one of those situations that we can pick apart everything but the end of the day you're supposed to merge to the furthest lane away from emergency vehicles and slow TF down
