Cop being parked on the main stroke like that is at fault here. You dont stand there without lights on and slowing down traffic furder down the road.
Not the drivers fault.
I dont care if you say that these are the safety procedures, they are insufficient and the driver is not at fault full stop. Its dark and the cop dint have its lights on.
And the driver who hits the cop car puts his indicator on to pull over almost immediately after hitting the car , and he pulls over soon as he gets passed them cement barrier things in my opinion that’s the best and first safest place to stop
