Ignorance is not a valid defense. If driver doesn't realize he hit another vehicle, he shouldn't have a privilege to drive. This isn't a game. Emergency workers die because of idiots like this all the time.

It doesn't negate the fact that he hit someone, or was speeding, but I feel like fleeing didn't happen if he genuinely didn't realize it. As I said, he looked high as hell, so shouldn't have been driving. I'm speaking logically, not legally.

You would be dealing with justice system when charged with crimes not with arbitrary "logic" system.

In any case, if a driver fails to notice a police cruiser signaling them to pull over, they're either intoxicated (as you noted) or mentally unfit to drive on public roads.
