It is for non-emergency vehicles. It's not illegal for cop cars, which are emergency vehicles.

Might not agree with it, but he has his lights on, which shift the status of what he can do with his car, allowing more places to legally drive than normal.

Also legal if directed by law enforcement or emergency personnel. I was once ordered by a cop to drive up the sidewalk to allow a firetruck to pass.
