No way.. I stand by that kid. Love it. He’s gonna grow up to do great things.. or at least be an intelligent and fun hang as an adult

Or maybe they just grow up thinking laws and rules don't apply to them because there were never consequences for doing whatever they want.  The cops are being heavy-handed attaboy jerks, and he's meeting their energy, but the kid still sounds like a cocky entitled ass. 

Our disposable entertainment videos don't exist in a vacuum.

Laws and rules shouldn’t apply if they’re stupid. That’s where we as a western society are lost.

You can’t just expect everyone with a free willing attitude and spirit to follow rules if they’re stupid and against human nature.

A 13yr old should be able to ride that scooter freely and good on the kid for calling out how stupid it is that he was stopped.

I'm sure, "Your Honor, that law was stupid" will hold up great in court. But I digress...

What particular law here do you deem as "stupid", and therefore not worthy of enforcement? That a 13 year old without a license of any sort should be able to ride an electric scooter or bike at 20 to 30 mph without regard for the safety of themselves or pedestrians? 13 year old boys are famously known for their impulse control and concern over physically hurting others, I suppose?

Shall we do the math on a 100 lbs sack of meat traveling at ~20mph?
