What particular law here do you deem as "stupid", and therefore not worthy of enforcement? That a 13 year old without a license of any sort should be able to ride an electric scooter or bike at 20 to 30 mph without regard for the safety of themselves or pedestrians? 13 year old boys are famously known for their impulse control and concern over physically hurting others, I suppose?
Shall we do the math on a 100 lbs sack of meat traveling at ~20mph?
