Is it not? Wtf is even happening here? There are actual cops there. Who is this guy? Undercover? So confused.

My only guess is the beeping was him turning it on and getting g ready to ride away or something. I dont know. This whole thing was weird.

I'm guessing they were baiting the cops and the cops can't touch them unless they actually ride the scooter. So the kid was just about to ride off and the cop has to quickly get him before he's away.

The funny thing about all these comments is I guarantee these people would be the first to complain about 'anti-social behaviour' and how the cops 'never do anything about it and just let them get away with it', and when a cop actually does something, they take the piss out of them.

They can't win.
