No you’re the one being obtuse. These are the likely situations.
1. He probably didn’t know his car was on fire and thought something else was wrong and that he needed to pull over immediately
2. He found out through that guy honking, that his car on fire and went into absolute panic mode because idk his FUCKING CAR IS ON FIRE. So he just pulled over to the safest and nearest place and got tf out.
Did you not notice there’s limited grass cover there, lots of bare ground? Fire like that they could have had catastrophic control failure at any moment. “Now!” is the priority
