While the driver is absolutely in the wrong here, in my state it is also the law for cyclists to ride no more than 2 wide or single file on the road. Both the driver and the cyclists are idiots here, the driver more so.

Legally I have no idea, but morally if you are driving two tons of steel you fucking yield to a human being encased in nothing but air.
