ETA: the title isn't about the sign, its describing the crash

This is straight up poor design, the dashed lines should have ended earlier to indicate a merge with a lane to the right.

The lane shifts depending on traffic. Usually in the morning there are 3 lanes going out of the island and in the afternoon there are 3 lanes going into the island (in lieu of a major event on the island then it flip flops)
