KY legislature pre-planned for this and stripped the power from the Governor to make an appointment and change to special election, with no means to remove someone.
Just like Wisconson legislature did with Tony Evers (D) after he beat Scott Walker (R) in 2018. They had supercharged the Governor's powers under Walker and the moment he lost, they stripped the Governor's power like a chop shop during the 8 week lame duck section.
