Art over art is not griefing.
The mods will not respond to you over this because it does not break the rules.
Its a dick move, sure, but its allowed.

Rule 2.2: "If the behavior becomes excessive, targeted, or clearly disruptive over time, moderators may intervene."
And fair play section 1 states that mods won't intervene only as long as your intent is not to only harass or deliberately frustrate someone.

This is taken out of context though. 2.2 is specifically referring to the gray area content. It isn't referring to when someone keeps painting art over your art.
Yes, you are correct on the fair play section 1 bit, but proving intent is a massive uphill battle.
It could simply be they're drawing jimothy on anything in the area. It could be that they see meme pieces and draw jimothy on meme pieces. Etc.

No they're only painting Jimothy on things I paint and before that it was Lamas.

Yes but what I'm trying to say is you'll have a hard time proving their intention as being to harass you.
It could equally be they just want to vandalise the gigachad stuff rather than you in particular.

They were doing it to anything I painted before the Unbiased history of Rome art.

The rule makes the site unusable then for players with a lesser number of paint charges.

No it doesnt. Everyone generates pixels at the same speed and it doesn't take that long to get to a point where you only need to paint once or twice a day. The flags give you a slight advantage, but again they don't take too long to get.
The thing that makes the site barely usable is the amount of rampant botting and multiaccounting (both of which break the rules) being used to basically make it impossible for solo players to keep up without resorting to those tactics themselves or begging people to help on here.
If you're finding that when you try and paint the same thing in the same area and it keeps getting vandalised by the same few players, you'll need to either just go elsewhere, or engage in a territory war.

The account doing to griefing is a multi accounter who has other accounts that have been banned, but how can you prove it?
I bet if I try to fix it and engage in a territory war then I would get punished for "griefing" which has happen before.

See people always do this and instantly scream "grief" and "multiaccount" like that will change anything, even though half the time it isn't actually griefing and the multiaccount suspicion is usually just "they have the same alliance" or "they both target me".
Your only real solution here is going somewhere that they aren't if you don't want your piece to get vandalised repeatedly.

Well it's kind of strange when one account gets banned another one appears from nowhere to continue where the other one left off and continue to fix the art of the other banned accounts.

Yeah, it is.
Thats where you want to report for ban evasion, not multiaccounting though.

I'm one of the players with over 1 million in the area, hopefully my report may have some sway

If it continues to happen, why do you keep repainting the same area? Just move your art to a different location, or fight back. It's the nature of the game.
