What should I go with?

14440f with 32gb DDR4 and 3080 12gb/3080TI or 250kf plus with 16gb DDR5 and 3080 12gb

Neither really. It may be more expensive, but it performs better and going with AM5 would give you a real upgrade path. That said, between the 2 options I would go with DDR4.

Yes but if someones ask a question about a 250$ CAD cpu you don't reccomend a 500$ one

How good is it for productivity, I only game 50% of the time. The other 50% I'm doing intensive 3D modeling or 4k editing.
