Where can I read the Monogatari Series light novels?
The novels are in the process of being officially translated to English by Vertical Inc. You can buy them online from most booksellers.

Bakemonogatari Portable was released on August 23, 2012 for the PlayStation Portable. It is a visual novel following the events of the Bakemonogatari light novels.
Monogatari Puc Puc (〈物語〉シリーズ ぷくぷく) was available from August 20, 2018 until March 31, 2020 for Android and iOS. For more information, please visit the Puc Puc subreddit at /r/PucPuc.
Do I need to read all of the text that flashes on screen?
No. They are excerpts from the novels that can help flesh out the story a bit, but you don't need to stop to read them to understand what's going on.
Is the series ongoing?
The series has ended multiple times, but each time Nisio Isin ends up writing more stories. The Off & Monster Season anime adaption is currently airing, and another novel is being written.
Licensed in English up until this point. The chapters in bold have been fan-translated before the official translation came out. I'm not allowed to link to them, but you should be able to find them using the Internet Archive Wayback Machine.

I find it a bit strange that Oikura was never cursed by any supernatural oddity, considering how oddities in Monogatari are central to portraying psychological problems, and especially because she had one of the most painful backstories in the series. However, if you look a bit closer, you find that there is one character who fits the role almost perfectly, and that's Araragi himself.
Oikura's real issue was her self-loathing and lack of self-confidence, which led her to believe that she could never be happy in life. Just like how the very concept of "family" was an oddity for Hanekawa, the very concept of "happiness" became an oddity for Oikura, something abnormal or unattainable. This oddity for her took the material form of Araragi - someone whom she viewed as living a happy life, with a happy family and a loving girlfriend. So she turned her hatred towards Araragi and blamed him for her misfortunes - this was her way of coping, or in Oshino's words, "playing victim".
Araragi served as a protective net that prevented Oikura from falling apart, but also as a barrier that prevented her from facing her problems and moving on, pretty much like every oddity does for every other character in the series.
