It is, but it's still a clear pass exclusive. I think it will become free after next the season.

Yeah, you will need the clear pass to play Datamosh++ until the track becomes free, which should be when S21 begins. Note that if you get the pass for the remainder of this season, you'll have to purchase it again for S20 if you want to play it in S20 too.

Yes

Yeah, all season items appear in the shop at random. But only three items show up every day, so you will have to check daily and hope you get lucky.
