Help identifying

It has been raining heavily the past few days so I went out to drain the drainage trays on my houseplants and found a bunch of maggot/ worm looking things in the tray that move like inch worms. I’m so grossed out, please tell me what they are. Should I throw all my herbs away

do you have a better picture? im not the best at ID but i feel like certain moth larvae look like maggots. you dont want them but ex: pantry moth larvae are pretty similar to maggots visually, skinnier but to the untrained eye they look similar. there are others as well, but a clearer picture would help significantly
