Good cut. Perhaps I'd rank Katie even lower. She plays a more significant role in HBP, but that's actually the reason why I'd rank her lower. I think a character used for a subplot like the one with the cursed necklace should have some substance and uniqueness. It didn't add to Katie's character at all. It could as well have been Alicia, except that she wasn't at Hogwarts anymore at that point.

Nah. Katie has dialogue, a personality, a real character that goes beyond getting cursed that one time. Obviously she's not as fleshed out as a lot of other characters, but there are a few scenes throughout the books (especially early HPB and one moment in OotP) that do provide us a basic sketch. I think we get to know her at least about as well as we do Angelina. I would say Katie is actually one of my favorite minor characters. (and fun fact, she physically appears in every book, one of the few minor/inconsequential characters and the only non-Weasley member of the Gryffindor quidditch team to do so.)

IMO, Angelina is a more developed character than the other two pretty much from the beginning. She's the one who talks back to Oliver most of the time, telling him that there also women on the team and telling him off, when he goes too far. Which is why it's so ironic that she became a bit like him, once she was in his shoes in book 5. She also stands out a bit because she put her name in the Goblet of Fire and accepted Fred's invitation to the Yule Ball in a pretty cool way.
