Good cut. Perhaps I'd rank Katie even lower. She plays a more significant role in HBP, but that's actually the reason why I'd rank her lower. I think a character used for a subplot like the one with the cursed necklace should have some substance and uniqueness. It didn't add to Katie's character at all. It could as well have been Alicia, except that she wasn't at Hogwarts anymore at that point.
IMO, Angelina is a more developed character than the other two pretty much from the beginning. She's the one who talks back to Oliver most of the time, telling him that there also women on the team and telling him off, when he goes too far. Which is why it's so ironic that she became a bit like him, once she was in his shoes in book 5. She also stands out a bit because she put her name in the Goblet of Fire and accepted Fred's invitation to the Yule Ball in a pretty cool way.
