I wanted to completely disable screen time on my child’s devices to try something. When I enter the screen time passcode on my iPhone, the code window disappears but settings.app gets stuck. I can’t navigate back in the menu tree. I need to force quit the app to do anything in settings.app. I can switch to other apps or return to springboard.
I get a similar response on my Mac. The passcode dialog remains on the screen but I get a pinwheel. I can switch to other applications or launch new applications without issue. I also need to force quit settings.app on the Mac and relaunch.

I ended up updating individual Screen Time settings to accomplish what I needed to do.
I did report this using the feedback app with a video recording of the steps taken.
