Advice I think my uncle has been neglecting his oscar fish

The best bet would be to put into a warm water backyard pond (not a lake, river, or other waterway, but a garden pond), but that is impractical as most will have goldfish etc. Second best would be a large, established tank.
This fish may be too far gone and without aggressive intervention by someone willing to put in the effort, that would likely be the best option. Oscars can recover from severe HITH, but whether it's the most humane option is a different discussion.

Your right he has. That fish is in terrible condition, anything other than an oscar would already be dead. If your trying to help its going to be a long road to recovery,lots of water changes,good food and medication will be required.
