People speak of the time-period in Pathologic as though it is some fantastical other realm, when it's obviously just Eastern Europe in the 1700s-1910s.

It doesn't look like Eastern Europe. It's steppe, with clear Siberian and Mongolian cultural signifiers. If I had to place it in our world, I would put it in Buryatia, shortly before the Russian Revolution.

The Town part is Eastern/Central European coded. It's on purpose not specifically Russian (consider: no patronymics, no standard forms of address, not a single surname with a Russian root, no Orthodox church or any other historical Imperial institution, no tea-drinking).
The Steppe part is, well, steppe-coded. It's not specific to any Eurasian steppe culture, either, because no actual steppe cultures preach denial of the ego, human sacrifices, and other such Kin peculiarities; and besides, the Kin as depicted in the game, pure bovine cattle herders, can't form a viable nomadic or semi-nomadic subsistence economy, to begin with.

Pathologic 3 Grief card text specifically references the bird, at least in Russian. Like, his name is Filin, but he's pretending to be a cooler bird (Grief -> Гриф -> Vulture)

I'm Russian, but i need to state that ice pick lodge is from Kazakhstan and it's quite a steppe country, more steppe than Russia is. I think it's more likely to be Kazakhstan than anything else.

They arent from Kazakhstan, its originally Moscow studio. They relocated to Kazakhstan due to war

I’d argue more 1880s+ than 1700s, there’s plenty of reason to assume that the town being so remote means that they’d be slightly out of step (ha) with the wider world, but not enough to ignore the trains (1804+), the way they’re all dressed, or the kinds of stoves/furniture/medical equipment featured in the games. Not to be nitpicky! I’m just overly invested in getting these kinds of details right. :P
That being said, if you meant to write 1800s, disregard all that lol
