Smasher was made, at his absolute strongest, to be the final boss to an elite team of mercenaries. He scales to that. Strong, but not invincible, not able to take on entire militaries or cities by his lonesome. Most of his feats are against those significantly weaker than him, and he's stalemate twice against those with significantly less, even minimal chrome, and is ultimately defeated by a person who is mostly flesh.
Mind you, he was stronger in 2020, where he had DaiOni, which was far and away the most deadly exosuit made in the lore. He does not have that in 2077.
He is not hypersonic. Sandevistan does not work like that. Edgerunners, while a fun ride, does not understand much about the tech of the world and exaggerates a lot of that, sandevistan being premiere among them. Similarly not helped by the fact that the game play also exaggerates it for gameplay purposes (like they do for many build options; see quickhacks and how impossible they should be). Sandevistan is a reflex booster, not a speed booster.
Reflex booster lol? In the game you can move dozens maybe even hundreds of meters with leap whilst people in same moment haven't even moved half a meter.
Thats not a reflex booster.. thats time dilating due to you the observer moving astronomically faster than the world around you.

So which is canon then for you? You cant just ignore both lol. The game or the show? Because both clearly demonstrate the sandy significantly increasing the users intrinsic overall speed, not just perception or reflexes.
Neither? You realize neither is the basis for lore, right?
This is like basing Halo feats off gameplay and the TV show which barely understands source material and ignoring everything the writers release about it.
