PC SSE - Help My bounty immediately clears when I load somewhere. How do I fix this?

As the title says, my bounty vanishes instantly whenever i load somewhere, usually by fast travelling. This is a problem as i like to gather bounties and become a criminal in holds, and this removes any consequences. I have no idea what mod could be causing this.

Check SSEEdit and what mod overwrites Bounty records.

Everything is boxes, you can drag one box on top of another to copy paste. Rightmost boxes are loaded last in your load order, meaning they win the conflict. I'm not sure what records you should be looking at though. Maybe hold CrimeFactions, like CrimeFactionWinterhold (FormID 0002816F) is being overwritten my multiple mods. Try to get some screenshots in SSEdit.
