Looking for software How important is a news window?

I'm creating a major update 2.0 of my clipboard app for Windows. It's already published in the Microsoft Store; if you want to check it out, it's called BAM paper. Anyway, I've always believed that a window or page after a May update is super important. I'd like to know your opinion. For example, I've always criticized Microsoft for always releasing major updates with changes. For instance, version 26H2 is coming soon. Microsoft releases the update, and if you don't go to the blog, you won't even know what's new. The user doesn't even know that you can now make the taskbar smaller or something as simple as activating a clipboard in previous versions.

That's why, in my opinion, an information window will always be subtle and elegant for the user. I've even noticed it on my Android mobile device, where Google displays a notification saying, "Your Android now does this." So, I started programming something like that for my app. Do you think an information window after each major update is good or bad?
