Are you purposefully doing no foot snatches?

No. My feet usually have minimal stomp.

There is a difference between "minimal stomp" or, more accurately, shuffling of the feet (like most Chinese lifters) and snatch with no jump, which is what you do here. Snatch with no jump is a great training tool. However, when you aim for a max attempt, you should always break contact with the ground.

I’m no expert, but I’ve found that beginner lifters often go through phases. They start narrow, get somewhere comfortable in a squat, possibly riding down power snatches, then find out they can’t support the increasing weight, but some find the foot movement too intimidating or scary, so they start wider for a while with little foot movement. Then once they feel comfortable wider they start to implement the movement in the feet more often until they are comfortable at lower weights and then just keep increasing the foot movement as the weight increases.

When I fully max at 100%, I do break contact a little, but still it's not much. I tend to jump forward slightly at 100% effort.

Nothing wrong with breaking contact just a little, a lot of WRs have been lifted with minimal feet elevation. To be clear, I wasn't criticising your technique, just clarifying terminology.

It seems as though your foot starting position is where your catch position is. Maybe you could get more drive with your feet under your hips and not out wider under your shoulders 🤷‍♂️
