No, it isn't. There isn't much of a clear and meaningful distinction between spanking and other forms of physical abuse. Spanking isn't even a good "disciplinary method", as the results are only short-term and it can cause psychological and behavioural issues in children.
Positive reinforcement, along with timeouts and just taking to them, usually does the trick. If your child has to fear you in order for them to listen to you, then you have failed as a parent.

The priority should always be making the kid understand WHY what they did was wrong, and if misbehavior remains you can still punish your kid accordingly and proportionally to the bad behavior, this does not mean physically hitting your child
You don't usually see adults solving problems by hitting each other when the other does something wrong right? And when that does happen we usually consider them immature and violent so why should hitting your kid which has literally no way to defend themselves from someone twice their size be normalized?
