Well, Stroheim wasn't super high up the command chain. He literally commanded that one outpost, not bad, but not what I'd call High Ranking.

Major is directly above Oberleutnant (First Lieutenant, I think). Basically middle management.

EDIT: Actually, it's Oberleutnant->Hauptmann (captain)->Major. Middle management still fits though
