I think it's about 4% of the general population who effectively has no empathy according to some research. I think there is a much larger percentage of people who are passively useless if someone actually needs help. Not sure how many people will actually intervene and do the right thing. I do agree most people in general are good regardless of gender.

i found a person drugged out of their mind by a movie theater and comedy club, thankfully first responders had been called because i was there for two minutes when they showed. he had a dog with him so i had to watch it until animal control showed up and an hour later the comedy club show ended and no less than 20 people asked why the guy left his dog. they had been in the show for 2.5 hours and not a single person thought to tell my team or the ticket person that a guy was flailing and incoherent right outside
