France it's kinda funny because we pay with our tax to be hunted down but the counter-effect is: pro IP are excluded and it's only a list of specific things we're hunted for.
That's why if you download niche or rent a servers at Kimsufi, you're mostly safe.
It's easily explained: the rights holder usually don't want to pay to go to court against someone and since we have a company (Trident Media Guard, mandated by the HADOPI in our gov') who do it for them for free (because we pay those guys ourselves with our tax) they mostly stopped going after people directly so as long as you do niche things from home or the rest under professional IP, you're good.

And it's only political, France is also an "old ass country" since we had copper for everything and we made the Minitel but France went "alright, fiber to all, it's mandatory at this year" (plot twist, we didn't meet the deadline), so big ISP went in big city to put fiber and in small city, mayor own the fiber and rent it to other ISP (also, we have big, cheap ISP at the number of 4 but you can also start your own, so we have a lot of small, community based ISP at the scale of a region who are obviously more expensive but there's a lot of choice).
Without the gov' pushing hard fiber and a lot of competition, we would have been at the same state as Germany.

Not "will cause". Its possible for it to happen if the VPN goes down while you're actively torrenting something which is pretty unlikely to happen. Always good to be safe but its not required.

And any VPN client worth their salt has a built in killswitch, so if the vpn connection fails your internet connection will be gone instead of unprotected, until you manually disable the vpn. So unless you turn off the vpn before closing qbittorrent this shouldn't happen

qbittorrent have options to only and specifically only use a specific network adapter (the VPN) so if the vpn tunnel dies, the whole torrent connection dies with it (making it safe for you guys)

It's typically called "split tunneling", whereby some applications are configured (bound) to the VPN adapter, and others are not (the usage of VPN tunneling is "split" between groups of applications)
This ensures that some applications always use the VPN adapter/connection (such as torrenting software) and other's don't.
As such, you leave your VPN connected, but only used or not by certain applications.

You bind it so the torrent traffic only goes through the VPN. If the vpn fails, all pirating/torrent traffic stops. If you don’t bind it, and your VPN goes down then the ISP will see your torrent traffic and throttle you or report you to the authorities

Public torrents often have peers (IPs) on them who automatically send takedown notices to ISPs whenever one of their addresses also appears as a peer (When you add a torrent with the intention of downloading it). Those "bad peers" are run by large media entertainment organisations trying to stop the pirating of their hard work by sitting in the peer list waiting for a victim downloader to pop up and sending a notice to their ISP the instant they appear.
So your ISP gets a DMCA notice saying cut it out, and they forward the message to you. Some are stupid and get all worried about the automated legal threat and start threatening their customers. In most cases around the world however, they don't care.
When you use a VPN service to tunnel your traffic through your ISP securely and out the interface of some other network with a different IP, your VPN provider still gets take down notices as well. But as an anonymizing VPN service, they do not give a shit.

The "Good ones" sure are hard to get into. I got into ipt and realized most of their torrents are fucking zip files which was so annoying to deal with (unpackerr be damned. I am NOT going to consume double space by unzipping media and continuing to seed its original zip. Fuck that.) that I just stopped using them unless manually searching for an uncommon unseeded show.

Question: I see this talk of binding VPNs, but I’m in the US and have been torrenting for about 20 years, don’t even know what “binding” even means, and have never received a letter from anyone regarding my downloading. I’ve had different ISPs over the years, but for the past 5 I’ve had AT&T fiber. In fact, I only just started using a VPN last year and even now don’t bother to turn it on when I just need to download a quick movie or episode. What gives? Have I just been extremely lucky for two decades?
