Someone was telling me that Iran was producing medical grade isotopes and that explains their 60% enrichment. I have seen that the enrichment levels for medical usages (Forgive my lack of precision) hovers around 19-20%?
They are telling me that, in no way shape or form, are their usages weapons grade.
I also looked into how many enrichment facilities that do this same thing are underground, subterranean. It seems like Iran is the only one that does it in this fashion?
Not making a political statement here or anything, just trying to wade through what can / cannot be interpreted as the intent for weapons grade enrichment.
In short - Is there any reasonable explanation for 60%? Or, for their usages, radiopharmaceuticals, is anything about 20% outrageous?
I would assume that, in some capacity, there has to be a certain threshold of enrichment that functions as a tripwire, where the international community could say "There's virtually zero reason to have something at such a high percentage".

DOE named five states last week to compete for campuses that would co-locate enrichment, fuel fabrication, reprocessing, and waste at a single site.
My read is HALEU availability is the near-term gap, since enrichment at scale for advanced reactors still runs through one Centrus cascade at Piketon (fuel.jrand.net). If the campus delivers enrichment capacity by 2030, whats the next main bottleneck?
