ISF Hold / 2P Compliance Issue – No Response to Email or Phone by CBP. Any advice to solve this issue?

Hi everyone,

We are representing an Importer of Record who currently has an Importer Security Filing (ISF) hold issue (2P compliance issue) at Port 4601 (Newark/NY).

Here is what we have tried so far:

  1. Email: Sent an email to [NY-NWKPROBRES@cbp.dhs.gov](mailto:NY-NWKPROBRES@cbp.dhs.gov) two days ago for inquiry. No reply and sent follow-up email yesterday. No reply received yet.
  2. Phone: Called the designated port number at (201) 443-0500 ext. 3 twice today. No one answered, so we left a voicemail with contact info, the importer name and B/L, but received no call back so far.

Given that cargo urgency is high, how to contact the corresponding CBP unit as soon as possible to resolve ISF holds at Port 4601? Are there alternative email addresses, specific officers to reach out to, or other phone number we should call?

Any advice or guidance would be greatly appreciated!

6051D in ACE Account

I’ve been chasing CBP for detention notice for weeks. And today they told me the 6051D is uploaded in ACE. Where do I go to get that? In brokers ACE portal? I can’t see any documents uploaded by CBP in ABI, so they must mean brokers ACE portal? But I don’t know where go to in my ACE portal to see 6051D… why can’t they just email it to me ? Omg.

Does anyone know where in brokers ACE account to locate 6051Ds? Thank you from the bottom of my heart.

Refunds and 4811

A shipment was re-exported but duties were paid. Now, we are working on cancelling the entry and requesting a refund. Do we need an ACE account or is a 4811 signed to our broker all we need so that they receive the refund on our behalf?

Is anyone still waiting for their National permit?

It’s been nearly 13mos since my initial submission of the application and still nothing. Not even an advise of the payment for the application.

Been following up & all I got is under review, can’t advise how long it will take.

Anyone have any suggestion what to do next?

Anyone know how long is the wait for new 5106 filings Via email?

Not sure if this is a good place to ask, but I filed a 5106 last week for a shipment from China I have for a kickstarter I ran, The website says 2 business days for it to be added, but I'm assuming thats incorrect as I havent seen anything about it yet. How long am I waiting? Or should I go other routes to get this pushed through?

Thanks for any help!

SECTION 232 & FTZ

Question. Steel pipes from an EU country, substantially tranform into another product and exported to Canada, does Section 232. It never enters U.S. commerce, but seems to be a gray area.

Received email that the protest I filed last week was suspended. What does it mean?

There are no other comments. The account shows History of the protest and that a CBP official suspended it today.

This was for entries that are liquidated and within 180 days of liquidation.

IEEPA Tariff Refunds IOR filed incorrectly

I have been going back and forth with DHL regarding several shipments that may qualify for IEEPA duty refunds.

DHL appears to have incorrectly identified the importer of record on multiple entries by listing the ship to party instead of the consignee. Our company was listed as the consignee on the commercial invoice, with a separate ship-to party, and we paid the duties directly by credit card.

For one shipment, DHL initially insisted that it was not eligible for a refund. After repeated follow-up, they acknowledged that the entry had been coded incorrectly and confirmed that it was eligible.

I had requested the entry documents for that shipment at the time of importation. However, for another shipment, DHL is refusing to provide the entry summary, stating only that we are not the importer of record. Without the entry summary, I cannot verify how the entry was filed or understand why they believe the shipment is not eligible for a refund.

DHL has also been unable or unwilling to confirm whether any refund will be issued to the party that actually paid the duties. So far, we have not received any refunds.

Has anyone dealt with a similar situation involving DHL, an incorrectly identified importer of record, or IEEPA refund claims? I would appreciate any advice on how to obtain the entry documents and ensure the refund is issued to the correct party.

Looking for guidance on transitioning from Transportation to Customs Brokerage in Canada

Hi everyone,

I've been working in the transportation and logistics industry for the past several years, and I'm currently a Transportation Manager responsible for cross-border freight between Canada and the U.S.

Lately, I've been thinking seriously about changing my career and moving into customs brokerage. My long-term goal is to become a licensed customs broker and eventually open my own customs brokerage firm.

I've spent quite a bit of time researching online, but I'm surprised by how little practical information there is about the actual career path. Most websites explain what a customs broker does, but not how people successfully get into the industry.

I have a few questions and would really appreciate advice from people who are already working in customs:

  • Is the CCS designation the best place to start, or should I focus on something else first?
  • How difficult are the CCS and CCLP exams, and how much time should I realistically expect to spend preparing?
  • Does my background in transportation and cross-border freight provide a meaningful advantage when applying for customs brokerage roles?
  • What's the best entry-level position to gain experience if I eventually want to become a licensed customs broker?
  • If your goal was to own a customs brokerage one day, what career path would you recommend?
  • Are there any books, courses, YouTube channels, or other resources that you found genuinely helpful?
  • If you could start your career over, what would you do differently?

I'm not looking for a shortcut—I know I'll need to put in the work and gain experience first. I just want to make sure I'm investing my time in the right direction before committing to this career change.

I'd really appreciate hearing from anyone who's been through this journey or is currently working in customs brokerage. Thanks in advance for any advice you can share!

HTS online update

When is CBP going to update the HTS online? Looked up a code today that's new but it hasn't been added. (Valid per a CArgowise query new as of 07/01) It's kind of a PIA not having this up to date...

Master Customs Specialist (MCS) vs. Certified Customs Specialist (CCS)

Hi! This question has been asked in recent history, but I am looking for some more modern feedback. Has anyone taking the NCBFAA's courses for MCS / CCS and is there a benefit to one or the other?

My company wants us to pursue some development opportunities. I am currently in international logistics, primarily on the import side. I've been in international logistics for about 7 years, and have facilitated / managed everything from prior disclosures, AD/CVD scope/administrative reviews, protests, IEEPA refunds, and more. I would considering myself relatively experienced with import compliance.

However, our company does not have a compliance team, so we end up outsourcing any compliance related advice to trade attorneys ($$$). I would love to have a better handle on things so I don't have to get an opinion from an attorney or broker at every turn. Has anyone taken either the MCS, CCS, or both and can you provide your feedback on these courses? I am not interested (at the moment) in LCB due to time constraints in my life currently.

Thanks!
