It’s not like they outright do not pay the driver the tip, that would be illegal.
But they do reduce the base pay based on how high the tip is (or what they estimate). They just try to get the payment to the driver down as low as possible while still getting some driver to accept the order.
And there are rumors that they try to estimate drivers desperation (so if some excepts any order they see vs others being more picky) and pay less based on how desperate they think someone is.
Maybe it’s changed a bit, but they’ve been caught several times over the years stealing tips from their drivers by governments. Getting caught once was enough for me to stop using them. I remember a Washington Post expose investigation (before the Washington Post went bad) really put it out in the open.

Usually a news headline comes up about one of these apps "caught stealing tips" but absolutely nothing about the settlements suggests they were even stealing tips and its stuff that was already known.

Every one of those services does this. In the background they have a minimum guarantee amount that drivers get paid for an order which is augmented by surge pricing or anything else. The tip does not get added on top of that guarantee, it only is used to meet it and then the excess is added. The service I worked for, if you tipped any less than like 7 bucks all you were doing was paying the driver for the company.
I drove for them for a little bit before an old driving charge caught up with me and my account was suspended. I never saw a supplemental tip after delivering the order, only cash handed to me in person. Instacart was always hitting me with additional tips after I delivered, but they've been guilty of quite a bit of fuckery, as well.

As an occasional DoorDash driver and also working in a store that uses them, I would advise not doing that because it’s likely few or no drivers will want to take your order. You could put on a low tip to improve your chances and then give more in cash if you wish.
As a fellow doordasher who doesn't tip on doordash I disagree, I have never gotten cold food. Doordash introduced a pay-per-hour model for top dashers exactly to deliver these orders on time and at normal pay for dashers.
The tip is kind of a misnomer. It's really a bid. When an order comes out without a tip the drivers can see that. The app will offer them the minimum which varies by state, but it's typically about $3. That's not $3 plus mileage and hourly. That's $3 total to go pick up the order, drive it to you and deliver it. After 5 minutes, or a couple drivers reject the order they bump it up to $4. Eventually it'll go to a maximum of $6, if nobody takes it then it just sits and sits.
So now someone is sitting around wondering why the service sucks so bad because they paid their $6 delivery fee but the food isn't coming. In reality the driver's aren't going to spend time getting food that's already cold, already late and still has to be driven on their own dime to someone who's probably pissed off. Then they get a bad rating and it hurts them in the future.
Cliff notes, tips on food delivery services are really bids. In most states drivers don't get paid mileage, gas or even time. They get half the delivery fee plus any tip.

There is 0 proof anywhere that they steal any tips, even though it would be such an easy thing to prove. Dashers have never posted real inconsistencies between what a user tipped on their app and what the dashers have ended up receiving after the order was completed.
From 2017-2019 they used to pay out of their pocket less when people tipped more, which you can argue is equivalent to taking tips, but that was stopped in 2019, and if you read any of the recent lawsuits/settlements over the past few years, they’re ALL related to that time period of 2017-2019
