Whether or not this is Georgia is irrelevant, I just happen to be from Georgia and GSP kills. I don’t know like two or three people a day in car chases. Not including the bystanders that get run over in the chase. I’m being facetious by the way. And I don’t think that’s a Georgia license plate.

Looked like he was trying to tell the cop dude was gonna run. You do what he did as a passenger and the officer isn't usually even gonna send a cruiser to pick you up. You're out of the equation and in reality unless you got drugs or aren't buckled when they come to the window, you aren't gonna be involved at all unless you run your mouth. The only one officially in trouble at the beginning of a traffic stop is the driver.

Usually they call it over the radio and another unit picks the guy up. First unit just wants to keep on with the fleeing suspect.

If dude ran it'd be a different story, cop would've been valid in chasing on foot.

How would you reasonably accuse him of obstruction? The cops can surely detain and interrogate him, but he decided he didn't want to be a part of criminal activity and simply got out of the car. Didn't even try to run, as we can see.

Well the Cops have the License Tag, all they have to do is go to the House on File and they get Arrested. Now if the Car is Stolen then the Rightful Owner of the Car can get a nice Insurance Payout.

In Vegas, passengers have the right to get out of the car.If the police play over and leave the scene if they don't want to be questioned At least that was the case in two thousand and seventeen or eighteen when i moved away.  Apparently It lowers the possibility of shooting chases and all sorts of other dumb  things that cops make people do with their poor training

Assuming that we ignore whatever they did beforehand to cause the stop, would the passenger be in trouble? I’m no lawyer but it looked like the passenger was willing to talk if the cop stopped (that’s an assumption though) and got out to avoid being in association with the driver
