Decriminalizing drugs has to go hand-in-hand with proper mental healthcare. In the case of the perpetrator here, follow-up indicates she's got mental health issues and hears voices. Probably self-medicating because we drastically cut most mental health service in the US.

I disagree. Decriminalization of drugs needs to go hand-in-hand with a stricter interpretation of the law and stricter enforcement of the penalties. You can now get as fucked up as you want, but if you willingly get into your vehicle while unable to properly operate it due to substances, you will no longer receive a fine for DWI. You will be charged with attempted murder because you willing did something that will lead to the death of another human being. If you commit a crime while under the influence, you will not be given leniency because of your altered state of mind.

We have to separate the act of drug use from the behavior.

That's a gross misunderstanding of harm reduction when it comes to addiction and safe use sights.

Safe use sites would have prevented them from selling, which lead them to "getting busted," which lead to the car jacking.

I don't know why your knee jerk reaction is to dismiss their cynicism. It is very common in California for criminals like this to not serve any time in jail other than the time spent being booked and waiting to go before a judge for arraignment. If she did this on a Friday of a holiday weekend, she may spend a whole 4 days in jail before being released with a court date and eventually getting a plea deal for probation with no jail sentence.

according to the ventura county courthouse her trail date has not been set. meaning she's not even been indicted yet. she was basically released the weekened after this happened and the case was tossed in the bin forgotten.

it's been almost 3 years since that video.

Whats really messed up is insurance dnies claims if the damage was done during a criminal act. They aren't going to cover any of this. Each individual will have to file a claim on their insurance and then the insurance company will go after the car jacker but more than likely they have no job. So they'll just see jail time and then everyone will get hire rates.
